If you are interested in conducting your PhD or doctorate research in Israel, there are several universities which conduct research in the fields of security and counter-terrorism, among them are The University of Haifa, Bar-Ilan University (Ramat Gan), Tel-Aviv University, The Hebrew University (Jerusalem), and Reichman University (as part of the PhD program in government).

I would recommend you to contact these universities to find out whether they currently have researchers who specialize in your specific area of research. Later (if relevant), the academic institution will be able to assist you in finding a research supervisor, who will be able to assist you during your PhD. The academic institutions will also be able to provide you with further information regarding scholarships and relevant funding opportunities.
