As far as I know, there is currently one international degree in English available in Israel, this program takes place at the Technion in Haifa.
In order to apply and be accepted, you must present standardized test (SAT or ACT or AST or Gau Kao), with SAT scores of 1400 or higher (or their equivalent in other tests). If you are no a native English speaker, you will also have to take an English proficiency test such as TOEFL - Your TOEFL score needs to be 580 or above. All institutions also take into account your high school average, and special attention is given to your grades in math and physics.

Regarding recognition of your HND certificate, you will have to contact the universities directly, since they will be able to provide you with the most accurate information about degree evaluation and recognition. The Technion in Haifa and Ben Gurion University in Be’er Sheba offer graduate tracks in electrical and computer engineering (M.Sc).

In general, admission requirements for M.Sc tracks in computer engineering usually include: a B.Sc in computer engineering or a relevant subject with a GPA of 80-90 and above; a TOEFL exam score; academic recommendations; and a GRE score.
